Chief of Staff, Office of Training & Development, CBP/DHS
Lee S. Heffelfinger is the Chief of Staff for the Office of Training and Development (OTD), U.S. Customs and Border Protection (CBP). OTD is responsible for the centralized leadership and direction of all CBP training programs. Mr. Heffelfinger started his federal career with the U.S. Customs Service (USCS) Office of Budget. He later became the Deputy Executive Director for Administration, Office of Investigations, USCS. In this capacity he was responsible for managing a $1B operating budget, human resources, and logistical support for 5,000 employees. With the creation of the Department of Homeland Security in 2003, the USCS Office of Investigations became part of Immigration and Customs Enforcement (ICE). Mr. Heffelfinger led the ICE Transition Management Office (TMO) and was responsible for assimilating approximately 20,000 employees into the new agency. He later became the Director of Mission Support for the Office of the Assistant Secretary. In 2009, Mr. Heffelfinger returned to the CBP Office of Administration where he has held positions in budget and asset management, including the Director of Program Analysis Division, where he was responsible for overseeing the efficient and effective execution of the agency's $8B budget. Mr. Heffelfinger holds a Bachelor of Science Degree in Business Administration and a Master of Science Degree in Taxation. He is a Certified Public Accountant and a graduate of the Senior Executive Fellows Program at the Kennedy School of Government, Harvard University.
